On June 11, 2004, NSWMA commented on the Motor Carrier Management and Threat Assessment Report (April, 2004, Volpe National Transportation Systems Center) for the District of Columbia Department of Transportation. The draft recommended limiting trash collection in downtown Washington to the evening and early morning hours.
